Technology transfer is a multi-level process of communication involving a variety of senders and receivers of ideas and materials. As a response to market failure, or as an effort to accelerate market-driven social change, technology transfer may combine public and private aparatus or rely solely on public institutional mechanisms to identify, develop, and deliver innovations and information. Technology transfer institutions include universities, government ministries, research institutes, and what may be termed the ‘project sector’. Four farm- and village-level change models are (...) considered: traditional community development, adoption-diffusion, training and Visit Extension, and Farming Systems Research. The challenges to technology transfer efforts center on developing indigenous capacity to generate and adapt agricultural technology to local conditions. To assess the intelligence of machines, Alan Turing proposed a test of imitation known as the imitation game, famously known as the Turing test. To assess whether artificial intelligent (AI) systems could be moral or not, Colin Allen et al. developed a test of imitation in the context of morality, a test known as the Moral Turing Test (MTT), which I will, in this paper, call the moral imitation game. There are arguments against developing any type of MTT or moral (...) imitation game. Rather than developing a moral imitation game, this paper proposes a criterion of imitation for AI systems in the moral scenario. To develop a criterion of imitation, I explore the notion of moral attribution in detail. Within the case of moral attribution, I introduce the subject‐ascriber distinction. The notion of moral attribution and the subject‐ascriber distinction is employed to address the following questions: (a) how is the assessment in MTT arranged?, (b) what is the role of the interrogator in the MTT?, and (c) what information is to be concealed from the interrogator? The first question deals with the aspect of assessment, the second question deals with the reordering of the role of the interrogator and the third one deals with the concealment aspect of the imitation game. After that, a criterion of imitation for AI systems is put forward. Using the subject‐ascriber distinction in moral attribution and David Lewis' Mad Pain and Martian Pain cases, it is argued that the notion of sentience is insignificant for the ascriber for moral attributions. Not long ago, under the influence of Michel Foucault, one spoke of the conjunction of knowledge and power, but in this post-truth era power appears singularly uninterested in knowledge, even as the supporters of Donald Trump claim that he alone of all politicians speaks the truth. This essay proposes to examine the relations of power and knowledge under the present populist assault. This analysis begins in the work of Claude Lefort, who spoke of the separation of knowledge and power in (...) democracy’s symbolic regime, and is then counterposed to Ernesto Laclau’s understanding of ‘populist reason’ in order to explore the present torsion of this relation to the point where power can appear not just separated from, but opposed to knowledge. It will be argued that it is less a question of post-truth than of different forms of truth with different truth claims, borne by different imperatives, and tied to different forms of representation – truth claims that can, in relation to each other, be indifferent, complementary, or conflictual. With this in mind, the essay asks: what is the relation of the people to truth? Do those who claim to represent the people seek possession of a different kind of truth? What is the relation of populism to ideology? And what is populism’s relation to ‘post-modernism’? (shrink)

Research Ethics Committees (RECs) are frequently a focus of complaints from researchers, but evidence about the operation and decisions of RECs tends to be anecdotal. We conducted a systematic study to identify and compare the ethical issues raised in 54 letters to researchers about the same 18 applications submitted to three RECs over one year. The most common type of ethical trouble identified in REC letters related to informed consent, followed by scientific design and conduct, care and protection of research (...) participants, confidentiality, recruitment and documentation. Community considerations were least frequently raised. There was evidence of variability in the ethical troubles identified and the remedies recommended. This analysis suggests that some principles may be more institutionalized than others, and offers some evidence of inconsistency between RECs. Inconsistency is often treated as evidence of incompetence and caprice, but a more sophisticated understanding of the role of RECs and their functioning is required. (shrink)

Rid and Wendler propose the development of a Patient Preference Predictor (PPP), an actuarial model for predicting incapacitated patient’s life-sustaining treatment preferences across a wide range of end-of-life scenarios. An actuarial approach to end-of-life decision making has enormous potential, but transferring the logic of actuarial prediction to end-of-life decision making raises several conceptual complexities and logistical problems that need further consideration. Actuarial models have proven effective in targeted prediction tasks, but no evidence supports their effectiveness in the kind of broad (...) spectrum prediction task that is the proposed goal of the PPP. We argue that a more focused approach, targeting specific medical conditions and generating treatment predictions based on the preferences of individuals with actual disease experience, is both more firmly grounded in past research and is a more prudent initial strategy for exploring the efficacy of actuarial prediction in end-of-life decision making. This paper begins with the opposition common to almost all discussions of the nation and nationalism: that between the cultural and the civic nation. Behind this opposition, however, one can detect a certain "complicity" between the two conceptions. And in order to understand the nature of this complicity, the paper proposes to re-examine the origins of the modern nation during the French Revolution. The first nation, it is argued, was conceived in strictly contractual terms; and yet within only a few (...) years the revolutionaries began stumbling towards a more cultural understanding of the nation, which served to complement its contractual definition. This turn to a more cultural discourse must be understood as responding to three rather pressing problems faced by an exclusively contractual conception. First there is the need to find a stable anchorage for the nation in space and time. Second are the difficulties posed by a purely voluntarist conception of national citizenship. Third, and above all, there are the seemingly uncontrollable conflicts borne by the identification of the nation with its political "constitution," and with the revolutionary regime said to embody that constitution. In this perspective, the emergence of a more cultural discourse must be seen as an attempt to stabilize the post-revolutionary regime by depoliticizing the "idea" of the nation. As such, this discourse's emergence is inseparable from "the discovery" of society separate from the instance of democratic, political institutions. The nation, then, has two discourses because it has a dual nature, both political and social. The paper concludes with a reflection on the hyphen in the term "nation-state," as indicating the need to bring society and polity together, but also to keep them apart. (shrink)

One of the core values to be applied by a body reviewing the ethics of human research is justice. The inclusion of justice as a requirement in the ethical review of human research is relatively recent and its utility had been largely unexamined until debates arose about the conduct of international biomedical research in the late 1990s. The subsequent amendment of authoritative documents in ways that appeared to shift the meaning of conceptions of justice generated a great deal of controversy. (...) Another difficulty has been that both the theory and the substance of justice that are applied by researchers or reviewers can be frequently seen to be subjective. Both the concept of justice — whether distributive or commutative — and what counts as a just distribution or exchange — are given different weight and meanings by different people.In this paper, the origins and more recent debates about the requirement to consider justice as a criterion in the ethical review of human research are traced, relevant conceptions of justice are distinguished, and the manner in which they can be applied meaningfully in the ethical review of all human research is identified.We also explain the way that these concepts are articulated in, and the intent and function of, specific paragraphs of the National Statementon Ethical Conduct in Human Research (2007). The National Statement identifies a number of issues that should be considered when a human research ethics committee is reviewing the justice aspects of an application. We provide guidance to researchers as to how they can show that there is a fair distribution of burdens and benefits in the participant experience and the research outcomes. We also provide practical guidance to researchers on how to think through issues of justice so that they can demonstrate that the design of their research projects meets this ethical requirement. It is proved that the class of algebraic models for such a logic has the finite embeddability property, meaning that every finite partial subalgebra of an algebra in the class can be embedded into a finite full algebra in the class. In an interesting article on Kierkegaard and the “Existential” Philosophy, contributed to the number of Philosophy for July 1941, Miss Dorothy Emmet counselled her readers to make themselves acquainted with the Journals of the famous Danish thinker, now rendered accessible to Englishmen ignorant of his language by the translation of Mr. Dru. I have taken her advice and am grateful to her for it. I am not indeed convinced that this self-revelation of a remarkable personality can be ranked among the (...) great autobiographies of the world. It seems to me to fall, if only on account of its lack of unity as a work of literary art, below the standard which such an estimate of it would imply. But it is undoubtedly both impressive in itself and important in view of the influence which its author, little known in his lifetime beyond a circle of the parochial narrowness of which he was painfully conscious, has come, long after his death, to exert upon the spiritual and intellectual life of Europe to-day. The present article, however, will not be concerned with the exposition or criticism of this or other writings of Kierkegaard, but with thoughts, more or less suggested by my reading of him, respecting the notion of God and its significance for philosophy. Eugenics can be defined as the use of science applied to the qualitative and quantitative improvement of the human genome. The subject was initiated by Francis Galton with considerable support from Charles Darwin in the latter half of the 19th century. Its scope has increased enormously since the recent revolution in molecular genetics. Genetic files can be easily obtained for individuals either antenatally or at birth; somatic gene therapy has been introduced for some rare inborn errors of metabolism; and gene (...) manipulation of human germ-line cells will no doubt occur in the near future to generate organs for transplantation. The past history of eugenics has been appalling, with gross abuses in the USA between 1931 and 1945 when compulsory sterilization was practised; and in Germany between 1933 and 1945 when mass extermination and compulsory sterilization were performed. To prevent such abuses in the future statutory bodies, such as a genetics commission, should be established to provide guidance and rules of conduct for use of the new information and technologies as applied to the human genome. Zachar's commentary can be read as a sophisticated theoretical extension of the target article, and I am very pleased to see support for a relationalist turn in understanding mental disorders. Indeed, underlying causal properties are only an ingredient of essentialism and a more elaborate discussion of this issue brings us readily to the discourse on kinds and ontology. Zachar is an advocate for thinking of psychiatric constructs as practical kinds. The voices stem from ideas of which, among others, and in different ways, Michel Foucault and Thomas Szasz were influential proponents: The movement was referred to as 'antipsychiatry.'
